China Travel News, October 2026: Harbin Ice-Snow World Takes a Global Standards Role, and the Leshan Giant Buddha Switches to Winter Hours
Two official announcements landed in the same week. One quietly reshapes how China's artificial ice and snow attractions will be designed, built and inspected. The other changes opening hours and ticket prices at one of Sichuan's biggest draws, starting today. Here is the part that actually affects your trip — no policy-speak included.
The short version
· Harbin Ice-Snow World now hosts the secretariat of ISO/TC358 — the first international technical committee anywhere dedicated to artificial ice and snow landscapes. ISO approved it on July 20, 2026; China's national standardization body confirmed it in Announcement No. 24 of 2026.
· The Leshan Giant Buddha moved to winter hours on October 8, 2026, running through March 31, 2027. Days are shorter, cruise departure times change, one night experience shuts entirely — and the famous staircase down the cliff is still closed.
1. Harbin Ice-Snow World gets a global standards role
Harbin Ice-Snow World Co., Ltd. has been approved to run the secretariat of ISO/TC358 (Artificial Ice and Snow Landscape Technical Committee), plus serve as the Chinese domestic technical contact point. Depending on how you read it, this is either a footnote in trade policy or the moment an entire industry got a rulebook. It is closer to the second.
What actually happened
· The decision: China's Standardization Administration issued Announcement No. 24 of 2026 (dated September 24, 2026) approving Harbin Ice-Snow World as ISO/TC358 secretariat and domestic technical counterpart. This is the first ISO technical committee secretariat China has ever held in the ice and snow sector.
· Why it is new: this is the world's first professional international standardization body for artificial ice and snow landscapes. The sector had no globally agreed technical rules at all — a gap everyone working across borders had quietly complained about for years.
· The timeline: the proposal was submitted in October 2025 through the Standardization Administration, survived two rounds of ISO member voting, and ISO gave formal approval on July 20, 2026.
· Its scope: the whole chain for indoor and outdoor artificial ice and snow structures — safety, design, construction, operation, maintenance and sustainability. Concrete work will include foundational terminology, engineering construction, safety protection and low-carbon requirements.
· What comes next: setting up the secretariat, approving staff, building an expert pool and opening international liaison channels — then converting existing Chinese practice into international standards.
Why a traveler should care
· Indoor snow halls count too. The scope explicitly covers not just giant northern outdoor parks but also southern indoor snow venues and temporary city installations — which is exactly what most foreign visitors will end up visiting.
· Safety becomes a written requirement rather than local habit. Standardised terminology and safety rules give operators, inspectors and insurers one common baseline, whether you are in Heilongjiang or Guangzhou.
· Winter tourism is being treated as infrastructure. Behind the dry wording is a clear signal: ice and snow are being built into the tourism system long-term, not treated as a seasonal novelty.
Practical note: Harbin Ice-Snow World publishes opening dates for each winter season relatively close to opening. If you are planning a Harbin trip, wait for the official announcement before booking non-refundable flights — deep-winter demand peaks hard between late December and Chinese New Year.
2. Leshan Giant Buddha: winter hours start October 8
Leshan Dafo Tourism Co., Ltd. published the winter operating schedule on October 7, 2026. It applies from October 8, 2026 through March 31, 2027. Leshan sits about an hour south of Chengdu by high-speed train, so this is an easy add-on to any Sichuan trip — but the winter version is not the summer version.
Winter operating hours and prices
· Daytime mountain visit — 08:00 to 17:30. The ¥80 full ticket (roughly US$11) covers the Giant Buddha, Wuyou Temple and the Mahao Cliff Tombs on one ticket. Summer hours were 07:30 to 18:30, so you lose an hour at each end.
· Half-price tickets are ¥40 and are published openly, not hidden at the window: minors aged 7 to 17, and full-time students at bachelor's level or below, both with valid ID. Bring the physical document — a photo of it is usually refused.
· Free entry goes to children under 1.2 m or under 6 years old (either condition qualifies), visitors aged 65 and over with ID, visitors aged 60 to 64 on non-public-holiday days, active military and disabled veterans, and people with disabilities — a blind or severely disabled visitor may bring one free companion.
· Daytime river cruise — 08:30 to 17:30, rolling departures. ¥70 per person (roughly US$10). Children under 1.2 m travel free but still need a zero-yuan ticket booked. Window sales run 08:00 to 17:00; online bookings open one day ahead at 18:00.
· Night "Three Rivers" cruise (Wuyou route) — departs 20:00 daily. ¥138 per person (roughly US$19). Infants under 1 free; children under 1.2 m ¥69. No other discounts or free tickets apply. Arrive at the North or South Visitor Center shuttle point 30 minutes before departure — the shuttle to Wuyou Temple Pier is included with your ticket, and the return shuttle to the South Visitor Center is free on the same ticket.
· Night tour of Lingyunshan — CLOSED for winter. Closed for maintenance from October 8 onwards, with rare exceptions for certain public holidays announced separately. Last winter it ran nightly, so this is a change from what you may read in older guides.
· Leshan Port to Baxian Cave ferry — 09:30 to 17:30, one departure every 60 minutes. Trial fare ¥2 per person. Free for children under 1.2 m; anyone holding a daytime cruise or night Three Rivers cruise ticket also rides free on presentation of the order confirmation.
· Park shuttle bus — 08:00 to 20:30. ¥10 single ride / ¥15 all-day pass with unlimited rides. Runs between the South and North Visitor Centers, stopping at Baxian Cave, North Gate, East Gate, Huahuwan, Oriental Buddha Capital and South Gate.
Two things that catch people out
· The Nine Bends Plank Road is closed for maintenance. This is the iconic staircase down the cliff face beside the Buddha. It is not open. Visitors descend to the Buddha's feet via the Lingyun Plank Road instead — you still reach the feet, just by a different route. Tell your group before you arrive, not after.
· Everything on the water depends on the river. Both cruises and the ferry adjust or suspend operations based on water level and weather. Call the hotline +86 833 235 5557 the day before if a boat trip is the reason you are going.
How to buy tickets
· Online: search "Dafo Tourism" (大佛旅游) as a mini-program inside WeChat or Alipay, or find the official Leshan Giant Buddha Scenic Area account on Douyin.
· In person: ticket halls at the North and South Visitor Centers, plus the North Gate, South Gate and West Gate of the scenic area.
· Advance booking window: the daytime cruise can be reserved exactly one day ahead, released at 18:00. Everything else can generally be bought same-day.
3. What this means for your trip in the next two months
· Build the Leshan day backwards from 17:30. Winter days end early. Do the climb in the morning when the light is softest and keep the river cruise for mid-afternoon.
· Do not promise anyone the Nine Bends staircase. Plan the descent via Lingyun Plank Road and nobody is disappointed.
· Book the night cruise before you leave the hotel. One fixed 20:00 sailing means there is no second chance that day.
· Bring physical ID if you want a concession. The published discounts are generous, but they are only honoured against real documents.
· For Harbin: lock flights and hotels the moment dates drop. Peak winter weeks sell out months ahead, and prices move fast.
· Always re-check prices the week you fly. The numbers above are what the operator published on October 7, 2026.
