State Council Approves: Chongqing Listed as Tourism Hub City and Inbound Tourism Key City
Promoting Chongqing and 31 other tourism hub cities to better leverage their roles in tourist distribution and radiating influence; cultivating inbound tourism key cities, using Beijing, Chongqing, and 22 other cities as anchor points to establish an inbound tourism backbone network... Recently, with approval from the State Council, the Ministry of Culture and Tourism issued the "15th Five-Year Plan for Building a Tourism Powerhouse" (hereinafter referred to as the "Plan"), incorporating multiple key initiatives of Chongqing's cultural tourism into the national framework.
The Plan proposes strengthening systematic planning and scientific layout for tourism, promoting coordinated land-sea development, regional linkage, and urban-rural synergy. Relying on cultural corridors such as the Long March and Yangtze River National Cultural Parks, continuously improving the tourism development pattern of "point radiation, belt connection, network synergy, and complementary advantages"; promoting high-quality development of the Yangtze River International Golden Tourism Belt and the Ba-Shu Cultural Tourism Corridor; promoting integrated tourism development of the Beijing-Tianjin-Hebei and Chengdu-Chongqing urban clusters to create high-quality tourism destinations; continuously improving the tourism hub city functions of 32 cities including Beijing, Chongqing, and Chengdu, enabling tourism hub cities to better serve as tourist distribution and radiating centers. Cultivating inbound tourism key cities, using Beijing, Chongqing, and 22 other cities as anchor points to establish an inbound tourism backbone network.
"The Yangtze River International Golden Tourism Belt, the Ba-Shu Cultural Tourism Corridor, tourism hub cities, inbound tourism key cities, as well as the Long March and Yangtze River National Cultural Parks are all key initiatives of Chongqing's cultural tourism. Being incorporated into the Plan is of great significance and will surely promote the leapfrog upgrading of Chongqing's cultural tourism," said a relevant official from the Chongqing Municipal Commission of Culture and Tourism Development.
In recent years, the city has emphasized "quality leadership and Sichuan-Chongqing linkage," integrating and shaping six major quality matrices — quality scenic spots, quality routes, quality blockbuster products, quality masterpieces, quality performances, and quality cuisine — comprehensively consolidating the "1 core, 3 belts, 9 lines" product support for the Ba-Shu Cultural Tourism Corridor, collaboratively building traffic IPs such as "Kuanhong Dalang" and "Dian Shi Cheng Jin," with Sichuan-Chongqing mutual tourist visits exceeding 100 million, and the corridor construction showing tangible results.
Emphasizing "international mutual learning and open cooperation," "Magnificent Mountains and Waters, New Rhythm of Chongqing" has resonated globally. The "Magnificent Mountains and Waters, New Rhythm of Chongqing" cultural tourism brand was launched, with brand communication exceeding 10 billion impressions, a historic high; newly joining 12 international cultural tourism organizations including the Pacific Asia Travel Association (PATA), establishing cultural tourism friendly cooperative relations with 37 countries and 57 cities; pioneering port visa "one-stop online processing" and "instant check-in for overseas tour groups," with inbound tourist reception in 2025 growing 3.7 times compared to 2023, ranking 4th on the "China Tourism Cities Loved by Foreigners" list.
In addition, the construction of the Long March and Yangtze River National Cultural Parks, the integrated tourism development of the Chengdu-Chongqing urban cluster, and the construction of tourism hub cities have all achieved remarkable results.
"During the 15th Five-Year Plan period, the city will use the construction of the Ba-Shu Cultural Tourism Corridor with national influence and global reputation as the overarching guide, striving for the added value of both the cultural industry and tourism industry to exceed 5% of GDP, entering the ranks of national cultural tourism powerhouses, and contributing Chongqing's strength to building a tourism powerhouse," the official said.
Focusing on collaborative linkage, optimizing the comprehensive co-construction system of the Ba-Shu Cultural Tourism Corridor. Iteratively upgrading the "1 core, 3 belts, 9 lines" spatial layout, optimizing and enhancing the international metropolis cultural tourism experience, refining and highlighting the three major landscape belts of the Yangtze River Three Gorges, Colorful Wuling, and Chengdu-Chongqing Ancient Road, strengthening the chain to upgrade 9 quality tourism routes, striving to create a comprehensive cultural tourism network with organic integration of "points, lines, and areas" and three-dimensional connection of "cores, belts, and lines." Upgrading and forging "six major quality products," promoting the construction of the Sichuan-Chongqing cultural tourism market, highlighting consumer brands such as "One Ticket Root Touring Ba-Shu," striving for a 10%+ growth in Sichuan-Chongqing mutual tourist visits.
Focusing on capacity and quality enhancement, strengthening the modern cultural tourism industry development system. Prosperously developing traditional characteristic industries such as urban leisure, sightseeing vacations, and nighttime consumption, deeply cultivating emerging tracks such as cultural creativity, digital content, event performances, and low-altitude tourism, cultivating new consumer scenarios such as self-pleasing tourism, entertainment socialization, and emotional healing. Implementing the "navigation" plan for leading enterprises, the "multiplication" plan for excellent enterprises, and the "seedling" plan for specialized and innovative enterprises, attracting and nurturing 100 excellent cultural tourism enterprises and 50 pre-IPO enterprises. Systematically building all-factor brands covering "eating, lodging, traveling, sightseeing, shopping, and entertainment" including "Yuwei 360 Bowls" (Chongqing 360 Flavors), "Bayu Beautiful Stays," "Chongqing Good Scenery," "Chongqing Good Gifts," and "Chongqing Good Shows," creating 20+ experiential consumption scenarios.
Focusing on open cooperation, enhancing the global promotion system of New Rhythm Chongqing. Implementing the "Magnificent Mountains and Waters, New Rhythm of Chongqing" global promotion campaign, strengthening the "Telling Chongqing to the World" external publicity brand. Deeply implementing the "six batches" of inbound tourism work measures, namely: selecting and appointing a batch of cultural tourism promotion ambassadors, laying out a batch of cultural tourism foreign-facing windows, planning a batch of international exchange activities, creating a batch of inbound blockbuster products, attracting and nurturing a batch of international service talents, and creating a batch of service demonstration enterprises, striving for a 30%+ growth in inbound tourist reception.

State Council Approves! Chongqing Listed as Tourism Hub City and Inbound Tourism Key City
Yangtze River National Cultural Park, Yangtze River International Golden Tourism Belt, Ba-Shu Cultural Tourism Corridor, tourism hub city, inbound tourism key city... In the national plan for building a tourism powerhouse during the 15th Five-Year Plan period, all these keywords are closely related to Chongqing! With approval from the State Council, the Ministry of Culture and Tourism recently issued the "15th Five-Year Plan for Building a Tourism Powerhouse" (hereinafter referred to as the "Plan"). It involves Chongqing, Chengdu, and the construction of the Ba-Shu Cultural Tourism Corridor in multiple places.

The Plan specifies that by 2030, high-quality tourism development will achieve significant results, the modern tourism system will be more complete, and building a tourism powerhouse will make significant progress. The pillar industry status of tourism will be more solid, its role in stimulating domestic demand, promoting employment, and energizing the market will be further leveraged, and the proportion of tourism and related industries' added value to GDP will steadily increase. The tourism public service system will be continuously improved, and public satisfaction with tourism will continue to rise.
The Plan also specifies key tasks including coordinating and optimizing tourism spatial layout, enriching high-quality tourism supply, releasing tourism consumption potential, improving tourism public services, strengthening external and Hong Kong/Macau/Taiwan tourism exchange and cooperation, promoting high-efficiency tourism governance, and improving the safeguard system.
Chongqing Listed as Tourism Hub City
Upstream News reporters noted that the Plan, in the "Tourism City and Characteristic Tourism Destination Layout" section, explicitly calls for continuously improving the tourism hub city functions of 32 cities including Chongqing, Chengdu, Beijing, Tianjin, and Shanghai.
In the "Strengthening External and Hong Kong/Macau/Taiwan Tourism Exchange and Cooperation" section, the Plan proposes serving the broader goal of expanding high-level opening-up, strengthening international communication capacity building, promoting Chinese-foreign cultural exchange and mutual learning among civilizations, and presenting a lovable, credible, and respectable image of China. Specific measures include cultivating 24 inbound tourism key cities including Beijing, Tianjin, Shanghai, Chongqing, and Chengdu, and using these as anchor points to establish an inbound tourism backbone network.
In recent years, Chongqing's appeal among overseas tourists has been continuously rising. The latest data publicly released by the Chongqing Municipal Commission of Culture and Tourism Development shows that since 2024, Chongqing has received a cumulative total of over 4.5 million inbound tourists, with an average annual growth rate of nearly 120%, ranking among the top nationwide. Among these, the city's inbound tourists exceeded 2 million for the first time in 2025, reaching 2.1478 million, a 3.7-fold increase compared to 2023. In the first quarter of 2026, inbound tourists grew 60.3% year-on-year. Among them, Southeast Asian inbound tourists maintained triple-digit growth, while European and American tourist growth exceeded 50%.
The Plan explicitly mentions in "Coordinating and Optimizing Tourism Spatial Layout" that it will promote coordinated regional tourism development, "relying on cultural corridors such as the Great Wall, Grand Canal, Long March, Yellow River, and Yangtze River National Cultural Parks and the Silk Road and Ancient Tea Horse Road, geographic corridors such as Tianshan-Qilian Mountains, Qinling-Huaihe River, Greater Khingan-Taihang Mountains-Wuling Mountains, and Changbai Mountains-Wuyi Mountains, and transportation corridors such as the 'eight horizontal and eight vertical' high-speed rail channels, highway networks, and inland waterways, to continuously improve the tourism development pattern of 'point radiation, belt connection, network synergy, and complementary advantages.'"
Chongqing is precisely the core key construction section of the Yangtze River National Cultural Park. In December 2025, the Chongqing Municipal Commission of Culture and Tourism, jointly with 17 departments including the Municipal Party Committee Publicity Department, issued the "Yangtze River National Cultural Park (Chongqing Section) Construction and Protection Plan." Guided by ecological environmental protection and high-quality development of the Yangtze River Basin's Chongqing section, relying on Chongqing's cultural genealogy, supported by four types of main functional zones, and centering on five major projects — protection and inheritance, research and excavation, environmental support, cultural-tourism integration, and digital recreation — it establishes a "one axis, two corridors, three zones, four areas" spatial layout, paving a clear path for the inheritance of Yangtze River cultural heritage.
Chongqing Simultaneously Listed as Inbound Tourism Key City
The Plan also proposes promoting high-quality development of the Yangtze River International Golden Tourism Belt, Yellow River Cultural Tourism Belt, Beijing-Zhangjiakou Sports-Cultural Tourism Belt, Ba-Shu Cultural Tourism Corridor, and Hangzhou-Huangshan Natural Ecology and Cultural Tourism Corridor.
"The construction of the Ba-Shu Cultural Tourism Corridor has taken shape and shown results." At the Chongqing Municipal Cultural Tourism Development Conference held on July 7, a relevant official from the Chongqing Municipal Commission of Culture and Tourism introduced that Sichuan and Chongqing have held 11 joint party-government meetings, and the "1 core, 3 belts, 9 lines" morphology system of the Ba-Shu Cultural Tourism Corridor has been fully formed, with mutual tourist visits between the two regions reaching the "100-million level."
The Chongqing Municipal Commission of Culture and Tourism will also accelerate the implementation of six major projects — "blockbuster" product cultivation, cultural identity construction, cultural tourism industry upgrading, cultural tourism consumption quality improvement, digital cultural tourism construction, and comprehensive service optimization — to promote deeper and more substantive construction of the Ba-Shu Cultural Tourism Corridor.
Meanwhile, in the construction of the Yangtze River International Golden Tourism Belt, Chongqing has also achieved impressive results. The Three Gorges cruise, representing high-end tourism products, has seen substantial growth in overseas tourist reception, with Yangtze River cruise ships receiving over 100,000 inbound tourists in 2025, a year-on-year increase of over 1.5 times.
A relevant official from the Chongqing Municipal Commission of Culture and Tourism stated that in the next step, Chongqing will continue to strengthen brand building, innovate communication pathways, improve inbound tourism service support, and enrich product supply, so that more overseas tourists can visit Chongqing and understand China, presenting a real, multi-dimensional, and comprehensive image of China to the world with an open and inclusive urban attitude, and contributing Chongqing's cultural tourism strength to enhancing the international influence of Chinese culture and serving the nation's broader opening-up agenda.

According to statistics, the district received a cumulative total of 1.28 million tourists during the event, directly and indirectly driving regional economic activity of approximately 1.253 billion yuan, with key hotel occupancy reaching 100%. Many sports enthusiasts who failed to buy tickets still chose to fly to Chongqing to experience the event atmosphere.
During the Dragon Boat Festival holiday in June, dragon boat races bloomed everywhere. Kaizhou Hanfeng Lake featured illuminated dragon boats slowly cruising on the water, Jiangjin Tanghe Ancient Town held a joint dragon boat activity among eight neighboring towns across Sichuan and Chongqing, and Rongchang Wanling Ancient Town launched five major sections and 33 special activities. The Municipal Culture and Tourism Commission, together with various districts and counties, launched over 200 special cultural tourism activities. During the Dragon Boat Festival, Chongqing ranked seventh among popular inbound tourism destinations.
Cultural Tourism Activities Nonstop: Foreign Ambassadors Come to Visit
In April, the 2026 Chongqing International Travel Agent Conference opened, with 300 guests from nearly 40 countries and regions gathering together, and 27 foreign diplomats from 17 countries attending, including 8 ambassadors. Sri Lanka's Deputy Minister of Foreign Affairs, Foreign Employment and Tourism stated directly: "Chongqing's culture, cuisine, and Yangtze River scenery are truly unique. It is absolutely a highly attractive inbound tourism destination."
The conference featured nearly 20 supporting international cultural tourism exchange activities, with guests going deep into districts and counties for field inspections and route surveys. In the first quarter, foreign passengers entering through the Jiangbei International Airport port exceeded 137,000, a year-on-year increase of 106%, setting a historic high.
The Wulong Karst Tourism Area has become the preferred natural sightseeing destination for overseas tourists. From January to April this year, Wulong received a cumulative total of 385,800 overseas tourists, a year-on-year increase of 78.18%, forming a pattern of "Southeast Asia leading, Europe and America rapidly growing." British tourist numbers surged a staggering 2,126.67% year-on-year. Tian Sheng San Qiao (Three Natural Bridges) and Fairy Mountain scenic spots are particularly popular. Yangtze River Three Gorges cruise overseas tourist reception achieved leapfrog growth, with a cumulative total of 78,800 overseas tourists in the first half of the year, up 62.47% compared to the same period in 2025. Southeast Asian inbound tourists maintained triple-digit growth, and European and American tourist growth also exceeded 50%. In 2025, Yangtze River cruise ships received over 100,000 inbound tourists, a year-on-year increase of over 1.5 times.
"Cyberpunk City" Generates Its Own Traffic: Inbound Tourism "Friend Circle" Continues to Expand
On July 10, a reporter at the Jiefangbei-Chaotianmen departure tax refund demonstration street saw foreign tourists everywhere. Singaporean tourist Ms. Chen was shopping at a sportswear brand store. She told the reporter that she came to Chongqing not only for sightseeing but also set aside a whole day for "shopping spree." "Before, I had to be careful to keep the paper receipts and was afraid of losing them. Now everything is on my phone, so I feel much more relieved," she said while showing the electronic tax refund form on her phone.
At the Sasseur (Chongqing Liangjiang) Outlet customer service center, Surapong from Thailand had just completed his tax refund. He purchased two Chinese trendy sportswear jackets and a domestically-made suitcase, spending about 6,200 yuan. From submitting the receipt to completing the procedure took less than 6 minutes. "I didn't expect the tax refund to be so convenient," he said with a smile. The mall is only a 20-minute drive from Jiangbei International Airport, and many inbound tourists regard it as their "last stop" before departure.
At the Liziba rail viewing platform, Thai tourists were numerous during this period. Tour buses arrived one after another delivering Thai tour groups, and the small viewing platform was packed with foreign faces holding up phones to photograph the train passing through the building. Chongqing local short video blogger Chen Rui said: "When I go to Liziba for a walk, I run into at least five or six groups of foreigners in an hour. Before, they were just casually looking around for novelty, but now foreign tourists want to see the 'inner side' of Chongqing and experience how locals live."
Fuling Meixin Red Wine Town has also become one of the popular check-in spots for inbound tourists visiting Chongqing. After the "Blade B&B" — 11 meters tall with a narrowest point of only 56 centimeters — inside the scenic area was covered by over 30 overseas media outlets, in January this year, two Spanish tourists departed from Barcelona and traveled over 20 hours specifically to experience it. A US influencer with millions of followers, a German roller coaster enthusiast team, and a top Kuwaiti internet celebrity also visited one after another. The scenic area's Gaudi-style castle B&B, modeled after Spanish architecture, made the Spanish tourists who traveled from afar feel especially at home. The scenic area has now established cooperation with multiple international travel agencies, and inbound group tour orders are growing steadily.
The reason Chongqing has become a "Cyberpunk City" pursued by foreign tourists is not only because of its magical three-dimensional terrain, but also because it offers an experience of "immersive speed-run through Chinese daily life." French newspaper Le Monde published an article pointing out that Chongqing, with its vertical urban structure and cyberpunk-like nightscape, has become the center of this "traffic craze." On TikTok, "Chongqing Visa on Arrival" has become an independent hashtag, and it is common for foreign bloggers' experience videos to reach millions of views.
Qunar data shows that, in terms of source markets, the top 10 inbound tourist source countries in the first half of the year include South Korea, Thailand, Singapore, Vietnam, Malaysia, Australia, the United States, Canada, Russia, and the Philippines. European tourists' average hotel stay duration reached 3 days. Currently in the peak summer inbound tourism season, Greek tourists visiting China grew 9.5 times year-on-year, ranking first in growth rate.
